Alok Kumar, derector of Pereslavsky technopark

Alok Kumar, an Indian by nationality, is the CEO of Inpark Group – a company that owns and manages, amongst other Russian business ventures, the Pereslavsky Technopark in the Yaroslavl Region – whose over 17 years of vast business experience and unparalleled knowledge of the CIS markets have helped drive his company’ s robust business growth in this region. In this interview, he talked about his current and future business plans in Russia, which has practically become his «second native country».

Could you briefly highlight the history of your businessexperience, including how you have ended up becoming a major foreign investor in Russia?

I started my professional carrier with a multinational Chemical Trading & Manufacturing Co in the mid-1995s. In 1997, I started my own venture in different industrial sectors and got some good experience, selling Russian commodities on the South-East Asian markets. In essence, I greated a market for industrial raw material exports and their packaging as per international standards, as you must be aware that in the Soviet era, products were packed in compliance to the local market requirements. For example, a plant was exporting Gum Rosin from Russia in wooden boxes. We teamed up with an U.S.-Dutch company company to make special drums for them, and introduced the polypropylene bags and jumbo bags for fertilizers and chemicals. This helped me to expand our sales volume on the Asian market and reduced transit losses. In 2000, my subsidiary company started selling consumer electronics, as a distributor for Panasonic goods, in Russia. Later, we created our own brand in the consumer electronic sector and our products were sold at major chain stores.

How would you briefly characterize today’ s Russian economy, its business potential and attractiveness for entrepreneurship?

I would like to say that Russia has a huge business potential for serious, long-term-thinking investors. Having said this, I must, however, note that just as abundant business opportunities beckon in this country, so also do the pitfalls. When my friends tell me that «Russia is a tough place to do business», I always reply to them that «it is also a great place for making money and that whoever is not here is seriously missing out on the vast trade and investment opportunities in this country». There’ s a strong case to be made that the business opportunities will continue to grow now and in the future. For one, Russia formally joined the WTO last year, which is not only symbolic, but also provides new protections for investors in the country. Besides, the government has also promised to privatize key state assets, whilst the consumer market is expanding rapidly, thus opening up a more vibrant market for more services and goods, including automobiles, construction equipment, building products, food processing, pharmaceuticals, etc.

You’ re a founder and CEO of several companies. What exactly are your responsibilities in these companies and how this wealth of business experience helping you in Russia?

Apart from Akis Tech Ltd., I’ m also the CEO of Inpark Group, which owns and manages the Pereslavsky Technopark, and my main responsibilities include overseeing the Group’ s investment, sales and marketing operations policies. I must also note here that I’ m a member of the Board of Directors of Slavich, an open joint stock company comprising several subsidiaries that specializes in the production of photosensitive papers and materials for the electronics industry and packaging materials with multiple colors. My over 17 years of experience in the manufacturing, trading and investment activities and mastery of the CIS market have been a strong driver of the group’ s growth in this region. Being a dynamic business leader and management consultant, I have a deep operational experience in start-ups, turnarounds, etc. that are helping to drive our group’ s exponential growth. Today, I have the expertise in management consultancy and advisory services that have transformed our group into a multimillion dollar business, with an estimated annual turnover of about $350mln, in a short span of time via acceleration of sales volumes, growth and profitability.

As one of the biggest foreign investors in the Yaroslavl Region, how would briefly characterize the investment climate in the region?

First of all, I just wish to share that the Yaroslavl Region is a historical place, where Indians once traded in the 17th century, at the time of Peter the Great. Back to the president, today the region holds the best industrial growth rate and is on the 4/5th place in terms of attracted foreign direct investments per capita in Russia. It is, therefore, not surprising that last year Fitch Ratings agency upgraded the region’ s long-term ratings in foreign and local currency from «BB-» to «BB» as well as long-term national scale rating from «A+ (Rus)» to «AA (Rus)». The region has a pool of highly qualified young professionals and reputed universities for training future employees as per companies’ requirements. For example, this year, we started the preparation of new employees for GMP standard production of pharmaceutical goods. The positive approach to business issues, such as the developments of cluster and green-field systems, have given a huge boost to the region’ s economy, where such sectors as pharmaceuticals, biotechnology, tourism, auto components, chemicals, power plant engineering, etc., are flourishing today. Already in the region to take a full advantage of these business opportunities are both local and multinational companies such as Nycomed, Teva, Kodak, Du Pont, Sun Chemicals, Metro, Komatsu, etc.

From your personal experience, are there special privileges for strategic investors in the Yaroslavl Region, if yes, name them, and indicate how they affect your operations?

These are several of them, but suffice to note the Regional Law, titled, «The State Support of Investment Activity in the Yaroslavl Region, and specifically, the Article 4, which provides adequate safeguards for all the investors in the region, irrespective of their businesses ownership structures (see table Yaroslavl Region’ s „ special perks“ for investors). Besides, I would also like to note the presence of well-developed business infrastructure, ready-for-use production facilities, the „ One Window Approach“ policy that reduces the time needed to launch business ventures in a very short period from the moment of their approvals, as well as lucrative tax exemptions that help investors to foster their business growth. All these special perks have been a big boon to our business operations in this region.

As a foreign investor with vast international experience, how does the current investment climate in this region today compared to other locations, where you also have businesses?

My rating of the Yaroslavl Region’ s business climate is an A+, with a special emphasis of the regional laws that regulate the procedure for the provision of tax benefits to investors, guarantee equal attitude towards all the investors, as well as the existence of the One Window Policy and professional systematical approaches such as the «Unified Project Family». Other positive factors boosting the region’ s overall investment attractiveness include good business infrastructure and convenient geographical location to name a few.

Apart from Moscow and Yaroslavl, do you have businesses in other Russian regions, if yes, which regions and what types of businesses?

Yes, our group has a multiprofile business structure with commercial interests in various sectors of the Russian economy. Consequently, we have pharmaceuticals production in Krasnoyarsk, a milk processing and agro firm in the Bryansk Region as well as a warehousing facility in the Krasnodar Region.

In conclusion, going forward, what are your future business plans in Russia, especially as the country gradually, but steadily overcomes the negative effects of the economic crisis?

We plan to make us of all the new opportunities opening up as the economic recovery strengthens from year to year. For instance, we plan to open new business ventures, including a biotechnopark and technology venture about $15mln, and another $1.2mln of investment fund their equipment and information systems. This step was prompted by the need to maintain high rates of our network expansion, and also by the active development of market demand for biotech products in the country. Today, we are putting together strategies to boosting our sales growth, and thus, consolidate our leading positions in all the industries, where our parent group or its subsidiaries currently operate in this region. He got knew that today the technopark area makes 224,3 hectares already and number of residents – more than hundred. All it does Pereslavsky technopark by one of the largest in the country.

The Pereslavsky technopark makes the ambitious aims — a place in a three of the leading Russian technoparks in the course of 7 years, entrance of a brand to the international level in the course of 5 years. For achievement active actions are undertaken.

Till 2015 year attraction more than 100 companies in technopark is planned. It can be the foreign manufactures interested to create in Russia branches. It will be promoted by agreements on partner interaction of «Pereslavsky technopark» with company UTTAR DEVELOPMENT (P) Ltd., and company MIYOTA ELECTRONICS PVT LTD which will be included into number of founders and in the capital «Pereslavsky technopark».

Also the aims of partnership are adjustment of partner relations with the large international logistical companies and the financial organizations for subsidizing of trading operations and carrying over of a part of commodity streams to Technopark.

On the basis of Pereslavsky technopark there will be an association of available industrial platforms different regions Russian Federations in uniform network structure of technoparks: technopark in Pereslavl-Zalesskiy, innovative-industrial park in Moscow, industrial park in Krasnoyarsk, industrial park in Temryuk of Krasnodar territory.

Creation of the educational Center (together with leading Russian and foreign high schools) is planned. One of the agreement is signed already. There is an agreement with Indian universities ASIA PACIFIC INSTITUTE OF INFORMATION TECHNOLOGY, SD India (www.apiit.edu.in) for training of Russian personnel, joint research in the field of information technology on the one hand, other the Russian State Medical University. NI Pirogov on the establishment of medical faculties and the development of vocational education and biomedical research on the other side. The question of the establishment of a number of venture capital companies to promote innovation in the field of medicine and pharmacy.

Also the question about start of curriculums МВА, improvements of professional skill, additional education is considered.

Financial expectations of Technopark: till 2015 increase of a gain from 400 million rbl. to 900 million.

For maintenance of requirements technopark clients of the electric power and to creation of capacities on generation 8-10 МВт to summer of 2011 and 25 МВт by 2012 tenders are held and the contractor — German firm 2 G Energietechnik is chosen. The total cost of the project for the period till 2013 will make about 600 million rbl.

The governor with interest has considered plans for development and has offered a lot of possibilities for fruitful cooperation with technopark in the field of gasification, processing of gas and educational programs.

Officials of the big Russian company Open Society « Company Slavich» accepted the decision on partner interaction of « Pereslavsky technopark» with UTTAR DEVELOPMENT (P) Ltd – one of the leading companies of India, since 1956 working in the field of development of many industries. The Indian company will be included into the capital «Pereslavsky technopark». In turn « Company Slavich» will be included also into the capital of the Indian enterprise for advancement of the services in the Indian market.

Overall objectives on the next years «Pereslavsky technopark» puts updating and development of own infrastructure, and also the accelerated attraction for new partners, including from abroad. The Indian party owns three technoparks — Ramtech Industries Ltd, Logix Park, Resourceway Inc and possesses a wide experience of attraction and placing of manufactures of the international corporations. Bilaterial cooperation will allow to transfer experience of the successful foreign enterprises on the Russian soil. It concerns different spheres of business: successful functioning of technopark and special economic zones, commercialization of business, methods of export-import character.

Consolidation of efforts at the international level opens many new opportunities for «Pereslavsky technopark». The partnership with the Indian colleagues brings to «Pereslavsky technopark» excellent possibilities of attraction of foreign investments into Pereslavl-Zalessky. One of the main tasks of this cooperation — to involve the international industrial investors in technopark and to raise capitalization of its business.

Besides, creation of the joint Russian-Indian enterprises will becomes rather perspective and interesting direction in industrial sector. In plans of this partnership: joint researches in the sphere of electronics, coproduction of medical products and solutions, cooperation with the large logistical companies and the financial organizations. Also signing of the contract with the Indian University APPTI SD India (www.apiit.edu.in) about training of the Russian personnel and carrying out of joint researches in the field of information technology is planned.

The general director of «Pereslavsky technopark» appoints Alok Kumar. Dmitry Cherechukin holding earlier this post is appointed by the chief executive of the company.

Alok Kumar – the Indian businessman having a wide experience of work in the Russian market. He graduated from the Moscow power institute and more than 15 years worked in sphere of manufacture and trade of the CIS countries. Until recently Mr. Kumar held a post of the director in the industrial-investment companies «Russian Indian Trade Development Corporation» and «Akis Tech Ltd», being one of founder members.

Alok Kumar also is an active member of several international public organizations: the director of Asia pacific with The International Congress of Industrialists and Entrepreneurs, an active member of the International Open Business Club of Europe, councilor member at Gerson Lehrman Group Councils.

Officials of Open Society « Company Slavich» hopes that the stored experience and wide communications in the international circles will help Alok Kumar to deduce «Pereslavsky technopark» on new level of the international projects.

Sergey Vakhrukov inspected the problem areas of the city and held a working meeting. The dominant topics discussed were the issues around housing and communal services related to the debt to « Yarregiongaz», resulting in the hot water being cut off to the city for nearly two months. In addition, the Governor was acquainted with current activities and prospects of the « Company Slavich» and « Pereslavsky technopark».

Governor looked at innovative projects, ready for implementation in « Pereslavsky technopark», which are now receiving funding from venture capital firms. Among them is a joint project with « Rosnano» to create supplies for copying and printing technology based on nanotechnology, a project producing equipment for nuclear emulsion technology, and an innovative project to create for lighting, indicators and displays.

Much attention is paid by Technopark to development of innovative technologies in the field of medicine and pharmacology. The is a new joint project undertaken by « Puma» and « Krasfarma» for the production of polymeric materials for medical and pharmacological chemical industry. Today, such products are imported to Russia only, and new production should reduce the dependence of domestic producers on imported drugs suppliers.

In addition, « Pharmaceutical Forte» is working on the creation and manufacturing of the synthesis of unique, innovative, one-off-breed probiotics — drugs to restore the intestinal microflora.

Sergey Vakhrukov approved plans for innovative developments, and proposed plans to develop these areas further, adding that the work taking place here is very important to create new jobs and increase the amount of taxes to the regions budget.

On May, 18th 80% of the population was deprived of water, which is supplied by heat boiler room of Pereslavl industrial park.

The real reason for stopping delivery of the heat was off its natural gas supplier, LTD Yarregiongaz by virtue of the accumulated debt, and not the state of emergency boiler, as written about in their ads, some management companies Pereslavl. Technopark boiler room all the time was and is in working condition. The total amount of debt for gas was 46.8 million rubles. A large part, namely, 32.3 million rubles, has arisen because of non-payment of debts Pereslavl Technopark energy-consuming by MUE « Energetic.» By receiving less than we do money from MUE « Energetic», Pereslavl Technopark was unable to repay the debt to his supplier of natural gas.

But the management of Technology Park, taking care of the citizens and not wasting time on trials with the debtor, has found a way out of this situation. Serious about the commitments made at the June, 16 meeting of the Extraordinary Commission for the City Administration, « Pereslavl industrial park» has taken a bank loan at a Moscow bank, for which account together with JSC « Company Slavich» repaid 20% of the debt to « Yarregiongaz», while the remaining 80% of debt repaid before the end of the month. To ensure the smooth heat during the heating season 2010-2011. « Pereslavl Technopark» gave to « Yarregiongaz» mortgage commitment at the expense of its property and official guarantees on all payments to the city for gas at their own expense.

<![CDATA[New jobs in Pereslavl Technopark]]> http://www.industrial-parks.ru/en/news/2010/37 http://www.industrial-parks.ru/en/news/2010/37 “ Pereslavl industrial park» has finalised an agreement with the Russian Academy of Sciences about the cooperation on the establishment of innovative industries, business incubators and research centers at the Technopark, with the participation of Pereslavl Institute PTRI.These new projects will create a number of new jobs in Pereslavl. Training in new skills, which will be needed at the first stage for the new industries, will be held at Science City Chernogolovka. With the development of production centers, training will be held directly on the shop floor of Technopark. In addition, the management is considering the establishment of Technopark educational institutions in the city as well. This way, local residents will be involved in the process of studying, improving employment opportunities for local people. In addition, it will be possible to create new jobs for teachers and educators. This should prevent the outflow of residents from the city and even draw people from surrounding areas.

At this time the total number of employees of ' Pereslavl industrial park', including residents, is about 2,000 people. The Technopark has capacity to provide jobs for up to 12,000 employees.

Creation of new enterprises is scheduled for the end of 2011.
